EU Policy Officer

Brussels, Belgium Full-time

CeSIA is hiring an EU Policy Officer to represent the organisation across the European institutions and make sure decision-makers in the Commission, Parliament and Council understand the risks posed by the most advanced AI models, and take ambitious action to address them. You will also make sure CeSIA’s technical work reaches them in a form they can use: clear positions and recommendations they can act on.

About CeSIA

The Center for AI Security (CeSIA) is a non-profit with a mission to prevent and mitigate major AI risks by informing policymakers, raising public awareness, and conducting policy research. Founded in January 2025 and based in Paris, we are a team of 12 spread across Europe.

In the EU, we are an official evaluator for the AI Office on harmful manipulation risk modelling, we helped draft the General-Purpose AI Code of Practice, and we publish the Code of Practice Compliance Tracker.

Internationally, we launched the Global Call for AI Red Lines, now signed by twelve Nobel laureates, and we work with the OECD, the UN, national AI safety institutes and governments.

The role

Our goal in the EU is to make sure European policy-makers effectively address the most severe risks from advanced AI.

You will be the person in the room for CeSIA in Brussels. You will build and maintain relationships with the representatives of relevant European institutions, diplomatic missions and civil society organisations. You will work closely with our policy and technical teams to turn research into materials for decision-makers.

A normal week might include a meeting with a high-level European civil servant, a coordination call with other civil-society groups, and a two-page note to a member state representative on a given policy priority.

Main responsibilities

  • Carry out CeSIA’s EU advocacy strategy on advanced AI, in line with our organisational priorities.
  • Build and maintain trusted relationships with key stakeholders across the European Commission, the European Parliament, the Council and member-state permanent representations.
  • Support monitoring legislative, regulatory and implementation developments on AI and digital policy, assess what they mean for our goals, and spot opportunities for CeSIA to shape outcomes.
  • Turn CeSIA’s research and technical work into clear positions, briefings and recommendations that decision-makers can act on.
  • Represent CeSIA at meetings, roundtables, hearings and public events in Brussels, and contribute to our input to EU consultations.
  • Build and coordinate coalitions with civil society, academic and other partners to advance shared policy objectives.
  • Work closely with colleagues in policy, research and communications, and keep the team informed of the developments, people and priorities that matter in Brussels.

In your first six months

What success could look like:

  • You have a working map of relevant stakeholders across AI policy in Brussels, and a trusted relationship with the main ones.
  • High-level decision makers or their advisers come to you directly for inputs and recommendations.
  • You have met the key officials at the AI Office and other relevant institutions, and they know what we can offer them.
  • CeSIA’s recommendations had an impact on at least one institutional position or decision in the EU.

Who we’re looking for

You have a thorough understanding of the EU institutions and their decision-making processes, and you can distill complex technical issues into clear, accessible messages for policymakers. You have a strong interest in AI policy and share our mission of making sure the development of advanced AI goes well for society.

Minimum qualifications

  • At least 3 years of work experience in public affairs, advocacy, government relations or policy work in or with the EU institutions.
  • In-depth understanding of the EU decision-making process.
  • Excellent written and spoken English.
  • Based in Brussels, or willing to move, with the right to work in Belgium.

Preferred qualifications

  • Knowledge of European technology policy, especially the AI Act and the General-Purpose AI Code of Practice. If you have the Brussels depth but not the AI policy background, we encourage you to apply anyway: we will teach you the subject.
  • An established network across the European Institutions and member-state representations, particularly on digital files.
  • Working proficiency in another EU language.
  • Experience working in a think tank, NGO or research institute.
  • Ability to explain complex technical topics clearly and concisely to non-specialist audiences, in writing and in person.
  • Ability to work independently, set your own priorities and represent an organisation on your own.
  • Comfortable representing an organisation that takes public positions.

If you meet most of these but not all, we encourage you to apply. We hire on what you can do, not on a strict checklist.

What we offer

You would join a team of 12, half of it in Paris, working on what we think are some of the most consequential questions of the next decade, with partners and funders who take the work seriously and a leadership team that wants you to grow into the role.

  • Location: Brussels. Regular trips to our Paris team.
  • Contract: Full-time.
  • Compensation: €65,000 to €80,000 gross per year, depending on experience.
  • Start date: As soon as possible.

How to apply

Fill out this form by November 30th (end of day, anywhere on Earth). We review applications as they arrive and may start interviews before the deadline, so we encourage you to apply early.

The process has up to six stages. Each one checks a different part of the job:

  1. A review of your CV and form answers.
  2. A 30-minute screening call.
  3. A paid written task of 2 to 4 hours, for example a briefing note for an AI Office official.
  4. An in-depth interview with the team.
  5. Reference calls before any offer.

We aim to reply to every applicant within two weeks of the deadline.

Questions: Florent Berthet (florent@cesia.org).
